At a February 13, 1992 press conference, scientists raised concerns in regards to a lack of policy decisions to address climate change at the 1992 Earth Summit, by the Bush Administration. https://en.wikipedia.org/wiki/Earth_Summit Many arguments from the time and issues over the political inaction to reduce emissions, and to enforce regulations, and to sign treaties, are still present today.
